This study will collect data by identifying participants from the Jamaica Customs
Agency and the United States Customs and Border Protection. To ensure a balanced
representation of perspectives, a list will be complied consisting of all key personnel within
both agencies including customs officers, administrative staff and managers is needed to draw
a balance between the different perspectives on the measures applied by both parties about
anti-corruption. This exploratory phase will also involve scrutinizing each agency's
organizational framework and key positions to pinpoint areas of concentration for relevant
individuals who will provide the researcher with information on the subject. Following the
identification of the subjects, the researcher will seek approval from relevant parties at the
Jamaica Customs Agency and the United States Customs Service to undertake the research.
This step will be crucial in ensuring that the research complies with ethical standards
specifically obtaining informed consent and maintaining confidentiality for the respondents.
The questionnaires will be supplemented with semi-structured interviews conducted
among a targeted, smaller group of respondents. These Interviews will utilize an open-ended
questionnaire of around 15-20 questions to help respondents comment on their experiences
and opinions regarding prevention of corruption within their agency. Questions will be asked
in a general manner to understand how the policies exist in the interviewees view, what
difficulties they will face in implementing or complying with measures for preventing
corruption, and what changes can be brought about. Semi-structured interviews will
accommodate flexibility in answers, which will give interviewees the room to provide
appropriate and adequate responses and discuss pertinent issues in depth. Through their

personal insights, answers will be received that otherwise would not be given when responses
are sought in the surveys. Interviews will be conducted either face-to-face or virtually, using
available fields to the participants.
Besides stability of the data-gathering instruments, reliability will be another critical
aspect considered during this research. The researcher will endeavored to minimize bias in
both the survey and interview processes by presenting participants with a standardized set of
questions in the same format. This standardizes the procedure to the maximum extent with
minimal external influence on responses. For example, the researcher will ensure that
interviews take place in a neutral setting that had no distractions while providing clear and
straightforward instructions on how to fill out the survey so that there was no confusion on
how participants should deal with the questions posed.
