Option 1. Enhanced E-PINE (Intelligence, Economic Development and Diplomatic efforts)

General Description: The US enhances intelligence gathering in the region with NATO (military),

civilian, and host nation resources to provide better early warning of Russian actions. In coordination

with the EU, significant foreign direct investment will be encouraged through bilateral mentorship using American business, the World Bank and associated financial institutions along with European

multinational corporations to increase infrastructure development for import of U.S. and EU LNG

energy resources reducing dependence on Russia. Foreign Military Sales (FMS) and Foreign Military

Training (FMT) will be used to build capacity of Nordic and Baltic Allies and Partners security forces

(incl. maritime and border security forces). The U.S. will work with the OSCE to increase stability and

security throughout Europe and Eurasia (including the Treaty on Conventional Forces in Europe) using the OSCE's capabilities in institution building. Increased support and funding of OSCE efforts regarding health issues, corruption, trafficking in persons, the environment, and strengthening civil society will improve regional stability. Quiet, private, diplomatic efforts - both bilateral and multilateral - will be pursued encouraging democratic principles in the region and cooperation on a variety of mutual issues. Public diplomacy will be designed to inform and influence regional states regarding the U.S. desire for peaceful regional development and prosperity. The U.S. will show strong public support for Estonian, Latvian and Lithuanian sovereignty and democracy and demand that Russia cease its "compatriots" policy to prevent escalation of tensions and potential conflict in the region.

Option 2. Increased Permanent US Military Presence

General Description: The US accepts the Polish offer to pay for and support the permanent

stationing of a U.S. Army heavy division in Poland and also requests to station a Combat Aviation

Brigade in Poland. The US reactivates V Corps with supporting units and stations another division

in Germany. Infrastructure improvements will focus on logistic support and movement of forces

from Germany to quickly reinforce Poland. The placement of prepositioned equipment will increase

and largescale (Corps level) exercises of the rapid deployment of forces to Germany (REFORGER)

will restart. The U.S. will permanently station a fighter wing and bomber squadron in Germany. The

US and its regional partners participate in joint exercises and mil-to-mil contact events to enhance

regional security and demonstrate resolve in defending the security of Estonia, Latvia, Lithuania

and other regional partners. With increased ground forces an increase in training tempo will

improve overall readiness and interoperability of NATO's allies and partners, and serves as a

deterrent measure. The U.S. will show strong public support for Estonian, Latvian and Lithuanian

sovereignty and democracy and demand that Russia cease its "compatriots" policy to prevent

escalation of tensions and potential conflict in the region. Russia's offensive and exploitation cyber

capabilities will be countered, and opportunities to inform and influence the people of Russia will be

explored. Diplomatic pressure to minimize Russian interference in the region will be pursued.

Economic sanctions designed to counter Russia's destabilizing activities will be pursued.

Option 3. Increase Rotational Force Deployments along with Economic Development

to enhance Regional Security

General Description: The US activates a Division Headquarters with supporting units in Germany and

increases the rotational ground forces in theater to two Armored Brigade Combat Teams (ABCT) with enablers, and a Combat Aviation Brigade (CAB). With increased ground forces an increase in training tempo will improve overall readiness and interoperability of NATO's allies and partners, and serves as a deterrent measure.
