and expected post-operation quality of life were relatively low. They redir- ected funding to prenatal care, where the benefits for pregnant women and their babies were predictably high and lifelong. I will return to the public back- lash that met this first step. The state's next steps offer a fuller picture of what values-driven deliberation looks like as a political process. State officials turned to a decade-old grassroots initiative of citizen dialogues called the Oregon Health Decisions project. All across the state, Oregon- ians were invited to articulate what health meant to them and which values should guide the allocation of health care services. This remarkable exercise in participatory democracy yielded six shared values, as summarized by Jewish ethicist Laurie Zoloth: "responsibility 1 minute left in book 81% and limits, quality of life, longevity and meaning, greatest good for the great- est number, equity, and public good." Working from these values and within existing budgets, state officials created a list of 567 treatments that would be fully covered for an expanded number of Medicaid recipients. Treatments were ranked based on their medical efficacy in relation to the six values embraced by the citizen participants. Below treatment 567, no other services would be covered (transplants were to be covered). Although the full list of covered services exceeded federal Medicaid mandates, it was incomplete. The public outcryin this case, mostly from outside the statewas intense. The administration of Pres. George W. Bush denied the waivers necessary to allow the experiment to proceed. 1 minute left in book 81%
