Fair minimum wage should be adjusted to the corresponding county's basic livable wage needs in my opinion. It's not enough to consider the entire state because of the wide range of living expenses to average in that could make the minimum too low for certain workers in certain communities. If done by county, the lower skilled workers can live closer to their place of employment and have reasonable commute times and expenses
