For a year, Off. Smith had been investigating Bad Bart for illegal narcotics trafficking. A known member of Bart's own illegal operation had tipped off Off. Smith that Bart was leaving town in the next hour with over $500,000 in cash from illegal drug sales, and possibly illegal drugs as well. The tip also stated that Bart would be driving a black Cadillac Escalade and he was going to cross the U.S./Canada border.

Off. Smith put out an all-points bulletin to look for the Escalade and to stop it if any officer sees the vehicle. Twenty minutes later, officers spot and stop the vehicle. Inside the vehicle with Bart are Bart's wife, along with Mr. and Mrs. Frankel, a notable society couple in the Tri County area. Police order all four occupants out of the vehicle. Then the police remove all the luggage from the vehicle as well. The Frankels' luggage is clearly marked with their names on it. The police begin to search all the luggage. Mr. Frankel protests and reminds the police that they were investigating Bart, not them. The officers find $500,000 in cash and illegal steroids in Bart's luggage. Police also find a large quantity of illegal prescription drugs in Mr. Frankel's luggage. Both Bart and Frankel are arrested on their respective charges.
