For each factor, the assessment is binary: Change is either trivial (small) or significant (large). Assess conservatively; if the change required seems somewhere between these choices, it is safest to assume that it will be significant. Nearly all projects will require significant change to at least one of these three factors. Projects representing no (or little) change may not even be worth doing. Some projects, however, may require large changes in two or even all three factors. For complex projects, changes correlate with risk.
