For future city development, the local authorities in Kuala Langat have decided to shut down the traffic flowing in from the south of intersection C as shown in FIGURE Q1c. They also have decided to minimize the traffic flow rates Xi and xz due to the on-going constructions along the roads. To cater for this, the local authorities have come up with 3 plans. Plan 1, Plan 2 and Plan 3 have been proposed to regulate the traffic flow rates B1, B2 and C2 respectively. All plans need to ensure that the vehicles entering the network should always be equal to the number of vehicles leaving the network.
