Function $1$ is called tempature$\_$conversion. It takes in two floating point numbers as parameters: temperature and modifier. The temperature will be in Celsius and you will need to return its conversion in Fahrenheit. In addition, if modifier is between $-2$ and $2$ exclusively, you will convert temperature normally. Otherwise, for every two degrees away from zero, you will add or subtract that many degrees from the final result.
