Briefly suggest how the victim organisation$/$s could have been better prepared, detected the event earlier and responded more effectively

These attacks are very recent, and consequently, the details are not always clear. Do your best and consider what we already know about these types of cyber attacks more generally$$how does what we already know apply to these more recent cases?
