Question:
Governments in many countries have tried to launch government agencies which copy the US DARPA (Defense Applied Research Projects Agency) model. DARPA is well known for having developed radical innovations such as GPS, carbon composites and it was instrumental in the development of RNA COVID vaccine. One of the key features of this agency is that it has no formal R&D lab and it organises its programs around temporary project teams composed of networks of external collaborators from both industry and academia. The team leaders control the budget, manage relationships, and make all the critical decisions. However team leaders and project team members are hired only for the duration of the project.
Would you suggest adopting the same approach to managing innovation inside an organisation? Please explain your answer. A n s w r must be thorough with examples where necessary.
