The state has given as its purposes for the statute, city beautification, as billboards clutter downtown streets and are ugly, and traffic safety, as drivers can get distracted looking at billboards. Come on in$!"$ The state sues to tear down the billboard as being in violation of the state law. Guns R US argues the law violates the First Amendment freedom of speech rights.
