Jack realises the risk is there is a massive difference between failing to cooperate and acting in a manner that shows loyalty, particularly though no one is totally opposed to this. When it comes to legislation, he understands he needs the cooperation of core employee groups and that "mind enforcement at the minimal level is virtually as helpless as resistance." But he thinks to himself, "Maybe I am overwhelming this issue." "Maybe I should just go forward and pass." People are going to stop if they don't like it. When they sit, they're going to come back. Jack is unsure, on the other side. He is thinking of another chance. Perhaps he could make an attempt, if not the entire organisation, to obtain support from key groups of managers and workers. "Maybe," he muses, "the need for change was not as urgent as I believe; all I knew was that if this consultation could happen quickly, I would be much better." "Your duty lies with you.
