Harihara has a highly cohesive team. He delegates a decision to them and asks them to create a consensus. However, they made a poor decision which resulted in cost overruns on a project. He met with team members individual to understand what went wrong. In reflecting on what happened, he concluded that the team reaches a suboptimal decision even when a highly promising solution was actually within its grasp.
