Hello, please can you write an introduction for this problem with conclusion.
Ambulance Routing Problem The city of Binghamton is served by two major hospitals: Western Medical and Binghamton General. Western Medical is located in the southwest part of the city, and Binghamton General is in the northeast Bob Jones, the hospital administrator at Western Medical, has been discussing the problem of scheduling and routing ambulances with Margaret Johnson, the hospital administrator at Binghamton General. Both administrators feel that some type of system needs to be developed to better coordinate the use of the ambulance services at the two hospitals so that together they can provide the fastest possible emergency service for the city. A proposal being considered is for all ambulance service calls to be handled through a central dispatcher, who would assign a call to the hospital capable of providing the fastest service. In studying this proposal, a project team consisting of employees from both hospitals met and decided that the best approach would be to divide the city into 20 service zones. In the proposed configuration, Western Medical would be located in zone 1 and Binghamton General in zone 20. A map showing the placement of the 20 zones and the travel time (in minutes) between adjacent zones is provided below. According to the proposed operating procedure, incoming emergency calls would be identified by zone number, and an ambulance from the hospital closest to that zone would be assigned the service call. However, if all ambulances from the closest hospital were occupied with other emergencies, the service call would be assigned to the other hospital. Regardless of which hospital responded to the service call, the individual or individuals requiring the emergency service would be taken to the closest hospital. To make the coordinated service as efficient as possible, the ambulance drivers must know in advance the quickest route to take to each zone, which hospital the individual or individuals in that zone should be taken to, and the quickest route to that hospital. Include in your report recommendations regarding the following items: 1. A chart for the dispatcher that identifies the primary hospital ambulance service for every zone in the city. 2. A chart for the Western Medical ambulance drivers that provides the minimum time routes from Western Medical to every zone in the city, including Binghamton General. Include a chart that tells Western Medical drivers which hospital the individuals should be taken to and the route that should be followed. 3. 3 A chart for the Binghamton General ambulance drivers that provides the minimum tme routes from Binghamton General to every zone in the city, including Western Medical. Include recommendations regarding how the system could be modified to consider varying traffic conditions that occur throughout the day and changes in driving conditions resulting from temporary road construction projects
