1-This decentralization and delegation of expertise and ground level efforts helps to limit the size of the UN, and provides it additional flexibility in partnerships. One advantage to limiting the expansion of the UN in lieu of contracting in consultative and IP capacities with INGO's is that mission-specific projects are more likely to run their course and meet objectives. Nation-state structures often are inefficient, waste resources, and incur redundancies due to their nature of public service over profit or sustainability in funding. Were the UN to expand it's structure in order to undertake every potential endever globally, it would lead to excessive beaurocracy, policy debate, and inefficiencies. By avoiding expanding the parent structure, the UN is more able to meet it's greater agenda, and terminate projects, and therefore funding, when it deems an objective has been met. Expanded governmental structures, especially internationally, have had historical tendancy of pivoting to new objectives, or failing to declare completion of objectives, to extend the life of a program, and therefore funding. By utilizing Implementation Partnerships, the UN and local governments can assess the progress of a programs objective, declare it adquately completed or terminate it's funding at will. Within INGOs which qualify for UN consultative status, additionally, already exists the resources to execute on objectives, without the UN needing to establish new structures and create further beaurocracy.
