There is a considerable support for Anticipatory and pre-emptive Self-Defense in the contemporary society. Even the UN Security Council has lent a greater support to the practice Anticipatory self-defense in the aftermath of the 9/11 attacks in the United States of America. Many States now practice this, following particular Security Council resolutions after 2001.

Using the above statement discuss/explain how the threat from terrorism has led to uncertainty about the applicability of the right to self-defense under article 51.
