Are people of color shot and killed by police at a disproportionately high rate?

Since 2015,the Washington Post has catalogued every fatal shooting by an on-duty police officerin the United States. The data indicates the race of each individual as follows:

  • W: White, non-Hispanic
  • B: Black, non-Hispanic
  • A: Asian
  • N: Native American
  • H: Hispanic
  • O: Other
  • Blank: Unknown

TheU.S. Census Bureauestimates that 60.1% of the population is non-Hispanic White. You will conduct a hypothesis test to determine if the proportion of white individuals who are shot and killed by police is statistically lower than the total proportion of white individuals in the United States; if true, this would mean that people of color are killed by police at a disproportionately high rate.

  1. Use simple random sampling (seesection 1.3) to sample 50 individuals from thelist of data. Be careful to be very intentionally random. For example, use a random number generator likethe random integer set generator at Random.org.
  • In your report, describe in detail how you implemented simple random sampling.
  • Construct a frequency table (including both a frequency column and a relative frequency column) of your sample data. (Seesection 1.5)
  • Include each racial category in your table.
  1. Using R, construct a bar chart of your sample data. (Seesection 1.5)
  2. Perform a hypothesis test at a 5% level of significance to see if the proportion of white individuals who are fatally shot by police is less than the total proportion of white individuals in the United States, which is approximately 60.1% according to the U.S. census bureau. (Seesection 6.4). Be sure to include the following:
  • State your null and alternative hypotheses in mathematical notation.
  • Assuming the null hypothesis is true, indicate the features of the distribution of point estimates you will use to conduct the test.
  • Find your point estimate, and find thep-value of your point estimate.
