Nice post! Very thorough and detailed response to this week's discussion prompt. Agree that RDT&E programs are the heart of acquisition. I have seen many of them in my line of work for the DoD. Regarding fiscal year constraints and the "use it or lose it" mentality that our government has, how do you think spending would be different if there were not constraints and expectation to spend all that is allocated?
