How do you write this is MATLAB?

I have the problem and the resulting graphs. It appears the first half of the equation is irrelevant because it comes out to 0, but the second half is a vertical line down from y=0 to y=-8 at t=2 and then for t>2 it's -4t. I know it has to deal with functions
