13. Take a little time to compare the allocated budget expenditures of the CPD for salary and wages against the actual expenditures. Consider such issues as pay equity, impact on other budget items for overspending, pension allocation and whether overtime is better spent on more employees or technology. 14. Between January 1, 2016 and August 28, 2018 there were 1,804 homicides in Chicago. As of March 2019, just 505 of these homicides (28%) had been cleared by arrest. Using this data, propose a performance-based overtime system for the CPD that addresses the budget issue and relates directly to this core function of the CPD.
