How to code 10 classes for a budget calculator in c++.

i need a rough start on how to do this and make sure i have 10 classes. and pls comment on the lines of the code cause i am new to coding.

i am doing resources where i make the user make a list and makes a creates a caterogry, where the user can list his/her budget. Under resources, I have to put specific types of sub categories too, like this
