HSPD$-19$ declared that it was the policy of the United States:

To prevent, prepare for, respond to$,$ and recover from terrorist attacks, major disasters, and other emergencies $[$and that$]$ the United States Government shall establish a single, comprehensive approach to domestic incident management.

To counter the threat of explosive attacks aggressively by coordinating Federal, State, local, territorial, and tribal government efforts and collaborating with the owners and operators of critical infrastructure and key resources to deter, detect, protect against, and respond to explosive attacks.

To prevent the unauthorized acquisition or use of CBRN materials and capabilities.

To enhance national preparedness through a whole community approach to emergency management.
