I am currently completing case analysis on The Queen v Trade Practices Tribunal; Ex parte St George County Council I need know the a case came to be argued before the high court. I am confused as it does not list the parties as plaintiff/ defendant or appellant/ respondent which would tell if the case came to high court through original jurisdiction or appeals

The question is : Statement of how the case came to be argued in the High Court eg by way of a "case stated" or "question reserved" under s 18 Judiciary Act 1903 (Cth), "removal" to the High Court under s 40(1) Judiciary Act 1903 (Cth) or originating in the High Court by virtue of the High Court's original jurisdiction under either s 75 Constitution or s 30(a) Judiciary Act 1903 (Cth) Were there any interveners or amicus curiae appearances in the case and if so, who were they?
