I am in data analysis class. Had to come up with a question and techinque to use to prove hypothesis or not. The question is: Is there a difference in the frequency of drug overdose deaths in West Virginia compared to United States over three years from 2014-2016?

I have data for overdose deaths for three years per 100,000 people. I was using the two way Chi-Square technique.

I didn't pass my paper. Is there another technique that should use?
