This assignment requires each student to write a brief 'take away' commenting on passages they have chosen from EACH chapter of Decision in Philadelphia

$($Collier$).$ The purpose of this reading, and exercise, is to underscore the importance of the constitution in public administration. In addition, this exercise

provides the space to think and reflect on the readings in a meaningful and engaging manner.

Chapter $1,$ page $14$: "The storekeeper $($to whom a farmer owed money$)$ then went to court and sent sheriffs out to attach a farmer's plow or

horse or even his farm; and if that was not enough, the courts might actually put the farmer in jail."?

This quote reminds me of how poor, mostly minority residents of counties surrounding St$.$ Louis are being thrown in jail today because of unpaid

parking tickets and other minor debts to municipal governments$/$courts$.$ The spotlight on Ferguson after Michael Brown's shooting helped illuminate

these modern$-$day debtor prisons which, combined with aggressive policing of minority communities, sounded like the formula for Shay's Rebellion

discussed in this chapter.

Chapter $2,$ page $21$: "Diversity was considerable...mixed through the population of British descent were thousands of people from dozens of ethnic

groups$-$Germans, Scandinavians, Spanish, French. And of course, $20$ percent of the population was black."

This quote underscores that the U$.$S$.$ has always been more diverse than the "White Christian America" recalled by some. African$-$Americans

as $20\%$ of the population stood out to me because the New England and Mid$-$Atlantic states had relatively few people of color, meaning their s

hare of the population in states like South Carolina approached $40\%,$ pretty much all enslaved.

EXPECTATIONS

The expectation is that each week, you will read the assigned chapter and post at least one passage from each chapter and related explanation as per the examples. For example, if chapters $1-8$ are assigned, you should provide eight $(8)$ quotes $($one from each chapter$)$ and eight $(8)$ corresponding responses, one for each quote.
