I have a dataset: rows represent different schools , column 1 represent number of applications and column 2 represent number of acceptances.

The question is "which school has the best "per student* odds of getting accepted" . What should I do to answer the question? I was looking at Maximum Likelihood Estimation, but I am not sure if it's correct or not.
