I have a project which involves identifying a challenge faced by users regarding complaints about a platform from one of the government entities and depicting it in a use case to describe the current system, then drawing a use case for the new system after the solution.
Basically I want two use case, one with the current system and the other with the new system.
Steps to enter the system, as a Lessor or Lessee: Log in
Choose "Rental Events"
Register a "New Rental Event
Enter the Applicant's status Lessor or Lesse
Specify the Applicant's category Individual or Entity
Add the Applicant's information
Specify the contract type Residential Commercial, Agricultural, Industrial
Define the annual rental value
Determine the contract start and end dates
Attach the property ownership document Electronic property deed or paper property deed or arbitration award or property registration document
Enter the brokerage office information, if available
Attach the paper contract and ownership document
Approve the existing agreement
The issue lies within the government rental platform when someone invests in a longterm lease contract by subleasing it for shorter periods typically annually known as underthetable renting. At step the investor does not possess the property deed for the property being invested in thus they cannot create a contract between them and the thirdparty lessee. Therefore, the current contracts involve only two parties.
One of the proposed solutions is to add a new applicant status in step which is "Investor Lessee UndertheTable allowing the contract to involve three parties:
The actual property owner with the deed.
The investing lessee.
The final lessee.
This way, instead of having contracts with only
two parties, there will be three parties involve.
