A dynamic web page is a web page whose data or layout update at run time. Some web pages may simply be a static html, or even parsed xml, document where the entire page contents are known at the time that the client downloads the web page from the server. I believe that Wikipedia may be a static web page, although searches may be dynamically presented. A dynamic web page will update either its data or layout based on information received from the server and or user. For instance, a modern single page application will dynamically update the page's layout with various modals based on what the user is clicking. Another example of a dynamic web page would be something like amazon, where the contents of the page change as the user searches for various items. The center of the page may be a list of items which updates as the user searches, while the frame or border of the page remains static and only loads once.

For example, the background image of the page might change based on what time you are viewing it or the content showing on the page might changes based on the day. A dynamic web page can respond to changes in server-side data or client-side data.
