I need help creating an Office Memorandum;

Our client Jane Oakley, is a member of the New York City Gun Club. She has permits for all of her firearms, which she keeps at her home. As part of the Club's membership, she is a member of the Club's Shooting Team, entitled to represent the club at various NRA sponsored shooting contests, where she competes for prizes and trophies. New York City, however, has a law which makes it a crime for her to remove her firearm(s) from the house. Recently, she wanted to attend a contest in Pennsylvania, but could not do so without committing a crime, pursuant to the NYC law. She has retained us to consider what her legal options are and whether she can challenge the law.

I need you to prepare a predictive memorandum ,so I can counsel her on what her options are. I know their sister gun clubNew York State Rifle & Pistol Association has some kind of active case, so you may want to start there.
