I think that letter shouldn't be protected speech under the constitution, because sometimes lawyers can provide some information that people don't know about, but at the same time lawyers can provide wrong information to the clients. I think a lot of people need to know how the lawyer can handle their case before they hire this lawyer but also, clients need to be protected from receiving the wrong information through these advertising. According to Deborah, K Orlik. (2014). "many years ago, lawyers and advertising left a bad test in people's mouth."

I believe targeted lawyer advertising can be effectively regulated but with a limit, because some lawyers are trying to advertise just to collect the money, and they can provide some wrong information in public just to get peoples' attention. I think if the lawyer posts his/her information with their address of the law firm they are working at will be enough, and I think if the client needs more information he/she can always ask for free consultation before they decide to hire that lawyer. Based on the Model Rule7.3 lawyers can't deal with the person face-face or by telephone or by any electronic contact solicit professional employment, unless that person contacts the lawyer to ask for help.
