I need help understanding WHY is rehab better, in this case? Please argue for a specific type of rehab, and explain why it should be used over-incarceration in reducing recidivism. I need other insights, as to why is rehab better than incarceration? In other words, I need a solid answer that could support the debate and could stand the argument that rehab is proven better than incarceration in deterring crimes or to deter habitual criminals (or recidivists)

For example: "Marijuana should be made legal on a federal level." For this argument, my key points might be: the taxable income will improve the economy, there are fewer side effects when used as a pain medication, and the risk of addiction is low.
