If an existing surface temperature or ambient temperature is too cool,

it will cool down the fresh asphalt, making it easier to work and compact to the proper density it will cool a lift of asphalt placed upon it too quickly, making it difficult to achieve proper compaction.

it doesn't matter because the hot asphalt will warm it up anyway the inspector should allow paving to begin right away to make sure enough tons are placed that day
