The Department for Science, Innovation and Technology brings together the relevant parts of the former Department for Business, Energy and Industrial Strategy and the former Department for Digital, Culture, Media and Sport. Whilst DCMS is advertising this vacancy, successful candidates will ultimately be appointed to the newly created Department for Science, Innovation and Technology (DSIT).

This role will focus primarily on the implementation of Part 2 of the Product Security & Telecommunications Infrastructure (PSTI) Act, which passed several measures designed to support quick rollout of gigabit broadband and 5G infrastructure, whilst at the same time protecting private property rights. Although the PSTI Act became law in December 2022, some parts of the Act require further work before they can take effect. The post holder will take on leadership of implementing parts of the Act which require public consultation, followed by development of regulations. This means that the successful applicant will have the opportunity to: Develop fresh government policy based on evidence provided through consultation; Advise ministers on the development of the regulations which deliver those policy positions; Support ministers, both through oral briefing and in Parliament, on the passage of those regulations through the Commons and Lords. In addition, there will also be chances to support on work to strengthen relationships to support effective digital rollout, both within and outside Government.

The Digital Infrastructure Directorate leads on making this happen - setting policies to promote investment and protect national security, whilst running innovative pilot programmes for the next generation of technology. Imran Shafi Director Digital Infrastructure Imran Shafi is the Director for Digital Infrastructure. As Director, Imran is responsible for developing the UKs telecoms strategy and policy framework and overseeing the UK Future Network R&D Fund. Imran was previously Private Secretary to the Prime Minister for three years. Prior to this he worked at McKinsey & Company, HM Treasury and the House of Commons Foreign Affairs Committee.

About the team Barrier Busting Task Force (BBTF) (Role 1).

The Barrier Busters are a high-profile, high-performing team at the forefront of creating an environment that supports investment and the nationwide delivery of gigabit broadband. We do this by identifying and removing barriers which are slowing down rollout of digital infrastructure, including both gigabit broadband and 5G infrastructure. Our work is varied, ranging from designing, delivering and implementing legislative change, to developing relationships with key stakeholders and mediating between groups when challenges arise. Digital Infrastructure Investment (DII) (Role 2) There are two teams within the Digital Infrastructure Investment team. This role sits within the DI Spending Strategy team, a team focussed on ensuring that Project Gigabit meets its policy objectives. The other part of the the team, the Rural Connectivity Team, helps to define new policies and monitor the delivery of rural telecommunications policy. The Broadband Regulation and Investment Team (BRIT) Both of the roles being recruited through this campaign will sit within BRIT, one in the Barrier Busting Task Force, and the other in Digital Infrastructure Investment. BRIT sits within DI, and its role is to create and deliver broadband policy for the UK government, across all types of fixed broadband networks. Our current projects include ensuring the delivery of our 5bn investment in Gigabit networks meets our policy objectives, tracking and supporting commercial rollout by industry by removing barriers to deployment, facilitating the transition to fully digital networks and monitoring and designing interventions using novel technologies to reach the most challenging locations in the UK.

He joined the team recently having previously worked in the Telecoms Diversification Unit in DI, and before that, in the telecoms sector for several telecoms equipment vendors. His role focuses on working on Project Gigabit policy, ensuring that the project is meeting its policy aims. James is part of the Barrier Busting Task Force (BBTF). He joined the team in 2021 from the Cabinet Office. Since joining the team, his work has centred on supporting passage of the Product Security and Telecommunications Infrastructure (PSTI) Act. His work is now focused on implementing the PSTI Act, through developing secondary legislation, and working closely with colleagues in Ofcom, the courts and tribunal services, and devolved administrations. Project Gigabit is the governments flagship 5 billion programme to enable hard-to-reach communities to access lightning-fast gigabit-capable broadband. Our current goal is to achieve 85% coverage by 2025 and nationwide coverage by 2030. You will gain exposure to industry and ministers in this role, supporting the drafting of briefings, responses to parliamentary questions and handling commissions. There will also be opportunities to be support work in the broader DII team depending on resource commitments.

What are we looking for?

Essential requirements:

Organisational skills, allowing the post holder to prioritise multiple competing priorities in a fast-paced and variable environment. Excellent oral and written communication skills, which may be used to advise ministers, or draft documents for publication.

Relationship building skills, including with seniors, both across Government and in industry. Experience of collaborating and negotiating with others. Analytical skills: Both roles require a strong analytical approach, but vary in context: Role 1 needs close reading of complex written documents Role 2 calls for quantitative, financial analysis skills Desirable skills Role 1 is focused on delivery of legislation through consultation and regulation making. As such, policy making experience, in particular evidence of policy implementation experience, would be desirable.

Role 2 sits at the interface of policy, delivery and finance, as such, stakeholder management of a broad range of stakeholders would be desirable. As with role 1, prior policy making experience is not essential but is desirable.

For either role, whilst interest in and knowledge of either telecoms or regulation would be an advantage, we are also looking for candidates who can bring ideas and enthusiasm, ideally with diverse backgrounds and experiences.
