Imagine a hypothetical research project seeking to evaluate the performance of different emergency services organizations of a certain type $($it could be police departments, fire departments etc$).$ Note in this case the unit of analysis would be organization of a certain type.

Below are two concepts that you would be seeking to evaluate across the organizations. For each of these concepts develop $($i$)$ a definition of the concept; $($ii$)$ an indicator that represents the concept; and $($iii$)$ identify the type of variable used as your indicator $($nominal$,$ ordinal, interval, ratio$).$

The concepts are as follows:
