Imagine you are designing the CACHE for a custom, special-purpose computer processor. The processor is expected to require data from consecutive, increasing memory addresses and, once it has read a given address, to never need to read that address again. (One could imagine a "streaming procesor" being used for broadcasting video, for instance).
