In aligning and working on a craft and boat program for CNRMC and each of the RMCs one of the processes is to align each RMC using NMD for craft and boats from start to finish. The custodian's use of VSB for transfer to NMD work specification, solicitation, and contract management through closeout has been successful at MARMC for two years. As part of the alignment of the RMC craft and boat divisions, the goal is for each to utilize NMD for work package development instead of using a statement of works SOW In June, I visited SWRMC met with your Code team, Don, Kyle, and the others, and made site visits to two craft and boat contractors. During this time, we discussed the use of NMD for craft and boat use and verified that the small contractors on the LOT I, LOT II and NECC contracts could understand what the NMD process would be like.
I am reaching out to provide some timelines for NMD use. Each RMC is getting different timelines based on the workload and expected ability and understanding by the local industrial base of NMD Below is a tentative timeline for SWRMC for transition to NMD for craft and boats:
January all NECC craft & boats, LCU, and LCAC I believe NMD is already used for LCULCAC
March all ships' boats & meter RIBs meter PLs
May all other craft & boats including dive boats, WARCOM, CNIC,
June total use of NMD for all craft and boat repairoverhauls
The goal is to utilize NMD solely for craft and boats. MARMC has already established a database for of crafts, boats, and berthingmessing barges that can be shared and used to assist in developing work specification packages. Please let me know if you see any issues with the timeline above.
