In BOT projects, the concessionaire is designed to achieve theobjective of executing progress, monitor, and control processeswhile responding to all threats and opportunities using assigned,available, or obtainable resources. Therefore, from the conces-sionaire perspective, it is crucial to determine and manage thestakeholder-associated risks in the BOT lifecycle. If the conces-sionaire operates efficiently by eliminating the effect of thoserisk factors, it will deliver the project with a minimum expendi-ture of energy, time, and money. In this sense, for engineeringmanagers in BOT projects, it is important to know stakeholder-associated risk factors that will affect organizational effective-ness, since developing risk mitigation measures for those riskfactors at an early stage can be tremendously beneficial to theconcessionaire, along with maximizing profits
