In the late 1980s, the Medicaid program's scale expanded significantly (Tudor, 1995). Various factors, including a rise in enrollment, higher provider payments, and changes in the funding arrangements for Medicaid, influenced this growth. States responded diversely to these changes, employing distinct financing mechanisms and adapting their service delivery approaches. Within the Medicaid program, providers received increased payments and implemented comprehensive health reforms to enhance service delivery. State Medicaid programs have the potential to utilize their substantial purchasing power in the healthcare services market to develop innovative payment models that can control expenses and enhance the quality of care. Various states have implemented diverse novel approaches to improve the quality and effectiveness of their Medicaid programs. These initiatives include aligning incentives and provider reimbursements with desired patient outcomes and activities to bolster data infrastructure and promote transparency (10 State Strategies for Improving Medicaid, 2023)
