In the NYPD case, why did we apply different allocation rules to only 3 cars, but not to all 18 of them? Because...

1). 3 cars are assigned to the low-priority calls.

2). the other 15 cars are allocated to barely satisfy the demand in each precinct.

3). there are 6 precincts and each precinct is allocated 3 cars.

4). the other 15 are assigned to the high-priority calls.
