In the US, the Electoral College is used in presidential elections. Each state is awarded a number of electors equal to the number of representatives (based on population) and senators (2 per state) they have in congress. Since most states award the winner of the popular vote in their state all their state's electoral votes, the Electoral College acts as a weighted voting system. Let's consider a mini-country with only 4 states. Results from a hypothetical presidential election Dustina Joval Tamthonia State → Population Votes for Abner Votes for Zelba 50,000 40,000 10,000 70,000 50,000 20,000 100,000 80,000 20,000 Suppose that each state gets 1 electoral vote for every 10,000 people. 2) Set up a weighted voting system for this scenario. 1) If this country did not use an Electoral College, which candidate would win the election? Hikalga 3) Using your answer from number 2, Calculate the Banzhaf power index for each state. 240,000 50,000 190,000 Webster's Method 1. Calculate the standard divisor. 2. Calculate the standard quota. 3. Calculate the lower and upper quotas. 4. To find the initial assignment, use standard rounding rules on the standard quota: round up if the fractional part is 0.5 or greater, and round down if it's less than 0.5. 5. Check to see if the sum of the seats is equal to the number of seats available. If so, use the assignments from step 4. If not, use a modified divisor and reassign seats based on the criteria in step 4, then repeat step 5. (If there are too many seats, try a larger divisor. If there are too few seats, try a smaller divisor.) Use Webster's method to assign 27 seats according to population for the following city with four districts.
