Among the earliest systems was the hue and cry. This system, enacted in England by the Statute of Winchester of 1285, required all able bodied men of the community to join in the pursuit and apprehension of a criminal upon hearing the cries and yells of a constable or a witness to a crime. Later, constables in England carried hand bells or "ratchets" to call for assistance. By the late 1800's, many cities were installing signal lights at intersections to alert officers to report to the local law enforcement station. By 1870, Chicago had a system of police telegraph boxes that allowed officers to report specific crimes back to the station. By 1880, these boxes added telephone connections to become call boxes. Detroit is credited with the first radio patrol car, a single vehicle equipped with a one-way radio entered service in 1929. Two-way radios were introduced in Bayonne, NJ in 1933.
