The staff tells him to take the kids out to the car to wait for him. He won't leave them in the car alone. They tell him to call family or friends to come for the kids. None are available. They tell him to leave the kids in the outside waiting room. He will not leave them outside unattended. The staff say there is nothing they can do. The man leaves without care.
