I sprayed both inmates with pepper spray, emptying the entire canister. Because the inmates continued to fight, Officer D sprayed both inmates with pepper spray. They still did not comply, so I drew my baton and struck Inmate B on the right thigh, causing him to stop fighting and drop to the ground.
