The wall should support 9 feet of soil and the lead engineers design recommend the wall should be anchored 3ft below grade.

Allowable soil bearing capacity 5.12ksf
Wall concrete strength 3ksi
Grade 60 steel
Recommendation by Assessing Engineer:
Base Thickness =H10
Base Length =2H3
Length of Toe=H8
Stem Thickness =H6
Top of the Stem =1.5 foot (The vertical side of the wall should be the bearing face)
