A strategic issue is a fundamental policy choice, or change challenge, affecting an organization's mandates, mission, product or service level and mix, clients or users, costs, financing, organization, or management. Complete a separate worksheet for each of the issues you identify; select five to nine issues. 1. What is the issue? Be sure the issue is one the organization can do something about, and phrase the issue as a question that invites more than one answer. (Example: How best might our organization be structured, given that our current organizational structure does not allow us to effectively address our mandates or to fulfill our mission because it precludes development of team-based, interdisciplinary solutions to client problems?) 2.
