Is it possible to develop research without conducting any surveys, questionnaires, or testing the recommendations of the study on the ground?

It will be through connecting two different fields, to solve an issue in one of these fields.

My question is about the possibility to prove the validity of the research suggested points using only literature reviews.

The research will end by requesting to empirically conduct investigations by other researchers to test the validity of my Hypotheses and recommendations.

if it is possible to do that, then which part of research methods relates to my question?

If it is not possible, please advise about my options.
