It is the duty of the Director of Finance and Administration (F&A), Mrs. Amoabeng, to confirm the number of days staff report to work. Officers who were absent with genuine reasons are equally endorsed. This assignment is carried out to enable the Head of the Institution validate and give final approval for staff to receive their monthly salaries.
In July, instead of fifty- five (55) officers endorsed by the Director F&A, it was noted that the list of officers submitted to the Head of Institution’s secretariat to be handed over to the Head for validation and subsequent approval was six-two (62). Coincidentally, Mrs. Amoabeng, who had gone to meet with the Head, decided to share some pleasantries with the Secretary to the Head and noticed something strange about the list which she had endorsed and handed over to the Deputy Director, Mr. Osei Asomaning, to forward to the Head’s secretariat. She noticed her signature had been falsified and the number of officers endorsed had increased. She quickly requested a retrieval of the document and returned to her office with it.
When the Deputy Director was confronted, he admitted the offense and pleaded with the Director F&A not to bring the matter to the attention of the Head of the Institution. Before the close of day, Mr. Osei Asomaning presented an envelope containing two thousand Ghana Cedis (GH2,000.00) as a gift to Mrs. Amoabeng. She however rejected the gift, reprinted the original list for the Head of Institution, and kept the forged document as evidence. She then communicated to Mr. Osei Asomaning that she would have to report the incident so that she would not be accused of being an accomplice in future. However, she declined to take further action knowing that management has emphasized the need to hand over perpetrators of such acts to face appropriate sanctions.
