Joseph is out driving around in the woods this weekend.  There is an illegal dump where people have thrown away trash, old tires, and old appliances.  When Joseph drives by the dump, he sees a freezer that somone has put in the dump.  Assume the dump is on national forest property.  Assume that Joseph loads the freezer into his truck and takes it home.  Who does the freezer belong to now?
