Kaplan and Norton suggested that organizations develop a strategy map if they are having trouble with their strategy. In their 2004 publication, they illustrated how a strategy map could help organizations to develop a visual framework of the cause-and-effect relationships among the specific components of an organizations strategy, which can be used to integrate the four perspectives and link financial and non-financial performance.
