I need help formulating the legal language that makes good argument for a new water service into an existing building. Currently the main water supply and shut off is accessed through a privately owned tenant space that is not owned or under the control of my client. In the event that the water needs to be shut off and restored again by any one of the condo owners in the building (including my client), they need to ask for permission to enter into a space that is normally unoccupied, locked and inaccessible. While it is the policy of Public Works to provide only one water meter and one water entrance into a single address (one real property), I need to provide a good argument to the

City that will allow for an exception or variance. If a new water tap can be made into the City Sewer (along with new water meter and back flow preventer), then my client can quickly shut off the water to make modifications in his restaurant and then turn it back on without having to request permission and wait for a response. As I am not thoroughly versed in the language related to condominiums, I am asking for help. The project is located in Omaha Nebraska.
